The new generation of migrant workers, a special group in the process of China’sfast-growing economy, who are a generation growing up in the process of reform andopening up, have become the main force of migrant workers. They are characterized byhigh level of education, high professional expectation, high material and spiritualdemand, low working tolerance etc. With the development of knowledge economy andthe upgrading of industrial structure, they are encountering kinds of obstacles, such asthe shortage of human capital. Education is the main way to enhance their humancapital. It is of great significance to research into the education for the new generationof migrant workers’ citizenization.Based on the citizenization background, we collected data by document study,questionnaire survey, case interviews and some other basic ways. This paper analyzespopulation characteristics, economic characteristics, social characteristics, and Currentsituation and intentions of education and training, as well as the influence led bydifferent levels of education and different education and training times in the process ofcitizenization. The obstacle factors and problems influencing education for the newgeneration of migrant workers’ citizenization mainly include the followings:information resources are limited, training contents are single, practical training isinsufficient, the training organizations are unitary, the cost of training is high, and thetraining places are far away from the locations where migrant workers work and live.Because of different levels of education and different education and training times, theirdifferences of vocational status, economic status and future development are veryobvious. The higher levels of education they have, the intenser and the obviouser thecitizenization characteristics will be, so do the education and training times.Although the Chinese Government has formulated a series of policies andregulations to promote the development of migrant workers’ education, and increasedthe investment for education in rural area, migrant workers are badly lack in humancapitals. Based on the analysis in detail, it comes to the conclusion that threecountermeasures should be taken to establish educational mechanisms, that is to say thatfostering citizenization education atmosphere, establishing education and trainingsystem, constructing the long-term mechanism of citizenization education investmentshould be integrated into a perfect system to promote migrant workers’ human capitals.Only by these ways can the new generation of migrant workers’ development in cities beguaranteed in the long run.
