The competition of comprehensive national strength, in the final analysis, is the competition for talents. A country or community would have its long-term development only when it chooses to rely on the development of human resources; without human resources, a development is empty talk. In June 2010, Central Committee of the CCP and the State Council issued the first National Medium- and Long-Term Plan for Talent Development (2010-2020),giving priority to talent work in the national strategic development and fully affirming the importance of talents for development.Xianning City, located in the southeast of Hubei Province, in the middle reaches and on the south bank of the Yangtze River, is known as the gateway to southern Hubei Province and "backyard garden" of Wuhan City Circle. In December 2016, the National Development and Reform Commission issued the 13th Five-Year Plan for Promoting the Prosperity of Central Region, where it explicitly put forward the idea that Central Government gives its support to Wuhan City for making itself a central city of China.How to seize such development opportunity is of vital importance to accelerate the development of Xianning City. Promoting Xianning City in giving full play to its peculiar advantages and realizing rapid economic and social development must rely on high-quality talent ranks.Based on the practice in talent work, this paper gives an overall examination on the construction of Xianning City's talent ranks by adopting the method of documents research and empirical study and applying human capital theory. In recent years, healthy and steady development of talent work in Xianning City has been achieved, showing a good momentum of growth, namely, total quantity of talent ranks rises up continuously,human resources structure is improved unceasingly and quality of talent ranks is enhanced distinctly. However, in the meantime, due to outdated concepts, inflexible mechanism, poor development environment somehow, and insufficient investment,phenomenon like absolute deficiency of total quantity of talent ranks but relative surplus in some industries, mal-distribution accompanied by poor circulation of talents, difficult in talent introduction but easy to lose, and incomplete talent work organizations with unsatisfactory talent work quality, inevitably emerges in coexistence.In allusion to the existing problems in the construction of talent ranks and its cause,this paper suggests, in order to promote the construction of talent ranks, Xianning City should stick to the guiding ideology that equal stress should be laid on putting more efforts and inputting financial resources, optimizing and implementing the policy,introducing and developing talents, constructing talent platform and optimizing services,government-guided and market-oriented; it also puts forward countermeasures and advices from the following six aspects: respecting the talent, introducing talents, system and mechanism, giving full play to woman/man's initiative, cultivating and training, and attracting talents to Xianning City.
