As a large agricultural country, the rural population rates 58.24% in the overall population in our country. In 2004, the average educating time was 7.6 years, which equal to the American level of 20 century. Developing rural education is significant to improve the rural people's culture quality and promote the construction of new socialist rural area. Both the students quantity and the schools of the primary school in village in our country rate more in rural education. Owing to the binary education structure between the rural and urban, the village primary school have been marginized long and there are more problems in the teachers' ranks which are urge to be solve. However the academic field have not focused on this issue enough, and there is no systemic research result on it, especially lacks of some research from the angles of social economic development, educational system and inside the village primary school,etc, which badly restrict the sound development of the teachers' ranks and the improvement of the quality of rural education.This paper concluded the existing problems of the teachers' ranks in village primary school through thorough literature research, investigation and some relevant theoretical analysis. And also the cause was discussed from social economy, binary educational system between the rural and urban, the phenomenon of lagging development of village education. Based on those and reference domestic and abroad experiences and lessons, accordig to the practical situation of our village primary school, the theoretical view and countermeasure were put forward.It was divided into three parts except introduction.In the intruduction, the issue and object of this study was generalized firstly, and some revalent concept were defined. Secondly, the study purpose and significance were clearified, and it also discussed the creating piont through analysing documents summarized. At last, the research idea and method were presented.The first part, made a analysis on the problems of the teachers' ranks of our village primary school based on investigation and interview. There were so much problems found: the first one, the teachers' working and living environment is bad, teaching facilities are not enough and teachers' cultural life is short. The second one, the establishment and structure of teachers' ranks are not proper, and the teachers' quantity is not enough,the quality is need to improve. The third one, the administrition system is not complete which exists such phenonema as pulishmental allocation, marginized teachers' payment, good teachers out and unqualitified teachers in, the teachers' running off badly.,etc. The fourth one, quantity of part-time teachers and their age is always a little older, female teacher rates high, their payment is low and the mind is unsteady.The second part, discussed the cause to the problems of our village primary school from analysing the social, economic, educational system and factors inside village school. First, social cause. The social and economic binary structure led to marginized village intellectual, who are far away from the city and their living and working condition are far lagging to urban intellectual. The second, systemetic cause. The bianary educational system between the rural and urban led to our government fund less to village primary school. The third one, internal cause. The indepedence of village primary school is lost, the thought of running school is unclear and the management is not standard. Furthermore the cardre is not well-qualitified, they are lack of self-managed ability, and the teachers' self-cognition is low, they cope with the education and teaching negatively. All of that led to the teaching level of the village primary school lagged more.The third part, the theoretical view and countermeasure of strengthening the teachers' ranks of our village primary school were put forward. The first one is the principles to construct the teachers' ranks of village primary school, including prior development principle, balance between the rural and urban principle, optimized structrue pricinple, demand predicted principle, communicating rationally pricinple, self-indepedence pricinple and speciality pricinple. The second one is the Countermeasures to strengthen the teachers' ranks of our village primary school, including to set up the overall educational planning system between both rural and urban and stress the educational basis status of village school; to set up educational precaution system and reform teachers' establishment administration to optimize the structure of the teachers' ranks in village school; to complete the teacher's employment system to sovle the problem of temporary teachers properly; to set up studying and research center for local teachers to improve teachers' quality of the village primary school.
