| The Issue on Basic education allocation of resources has been discussed for manyyears in our country. Some Scholars have made a field study about it. In this thesis, thewriter based on the indicators of basic education in junior high school stage to analysis theperformance of input and output. And then, the writer gets a result of the efficiency and theequilibrium level.Firstly, in order to grasp the junior secondary school from the macro, this thesis madea descriptive statistics for the basic education of our country’s31provinces in2009aboutinputs and out puts. Secondly, the author uses PCA to analysis the data to calculate thescore, and ranking of the efficiency level and strength level, relying on the score analysis ingroups. Thirdly, using the way of "the education economic area" by Dong Zefang and ShenBaifu, our country’s31provinces and cities are divided into four categories of educationeconomic area.Based on this, analyze by the CV index, the Gini coefficient,Theil index andthe differences within each group and between groups,and make the balanced judgment ofbasic education in junior secondary resource configuration.Finally, analyze the reason ofvariance attributed in output efficiency and strength level, and give six advices. Thesolutions are adhering to reasonable allocation principles in junior high school educationresource,establishment a standardized construction mechanism of junior secondaryeducation,attaching importance to the quality of teachers in junior high schooleducation,establishment a resource sharing system in the region junior high schooleducation,attaching importance to fiscal equalization funding for junior secondaryeducation,expanding the financial investment of the junior high school education. |
