The rapid development of Chinese higher education highlights the backwardness of the management level. Grassroots staff, as the direct executor of the university management work and intermediary of practice of educational philosophy, play a key role in the school education and management activities of organizing, directing and coordinating, is the force of the core in college effectiveness construction, show an important role in the usual operation and development of university. Due to the adverse effects of long-term planned economy, it is general among the grassroots staff in Chinese university, such as burnout," Executive powers generalization" and " Bureaucracy", lacking innovation and human spirit, which seriously affected the job self-efficacy. Furthermore, it is more seriously in the northwestern China, due to the backward economy and culture caused by the geographical and historical reasons. Therefore, in this thesis we analyzed of the various factors which affect the job self-efficacy of northwestern universities grassroots staff based on the job characteristics and the status of the work. Moreover, to improve the job self-efficacy of the grassroots staff in Northwestern China universities, recommendations about self-construction, university personnel system construction and motivation theories will be offered. It will contribute on the northwestern university administrative reform.
