No one would deny the significant contributions of peasant laborers to theminority area of Wuling Mountain. Up to now, peasant laborers have tended to becheap labor due to their low educated level. Skills training provide peasant laborerswith certain knowledge, technical skills and basic abilities. Therefore, it will helpthem to be advanced technical workers, the opportunities of being employed,self-employed and transforming to new-type-farmers could be increasedsignificantly by trainings. Otherwise, it would generate adverse influence (e.g.conflict between supply and demand in labor markets and high employ costs) if thetrainings provided cannot match the increasing speed of economic development.With the second round of western development progresses in China, the minorityarea of Wuling Mountain is experiencing its best opportunities for developmentbecause of the implementation of regional development and poverty alleviationstrategy. Therefore, it is essential for the promotion of economic and socialdevelopment to enhance the overall quality and training wills of peasant laborers.There is little research related to the intention of receiving trainings of peasantlaborers in minority area of Wuling Mountain till now. In addition, the existingresearch is mainly in the analysis and summaries on the training forms, problemsand benefits, rather than diverse empirical research on the training wills of peasantlaborers. In this paper, an empirical research is conducted to investigate the trainingwills of peasant workers in Enshi area. The research data collected throughfieldwork modeling are gender, age, marital status, educational level and so on.What is more, the factors influenced the training wills of peasant works are analyzedand the tentative policies and corresponding measures are put forward.
