In recent years, the Chinese government has paid high attention to the vocational training of the migrant workers. As a result, a series of training policies have already been issued. But, few of them made last decision to participate in it. So, what are the main reasons that affect their training decision or what kinds of training can meet their training needs became the research practice of vocational education.In order to know the current situation of vocational training of the new generation migrant workers, and acquire their reality of their training demand. The author made a survey of the new generation of migrant workers in Shanghai and tried to find out the main factors. Then combined their future employment with training needs, the author want to explore and analyze how to perfect the migrant workers training system. At last, the author hopes this research can be a reference for government to perfect the relevant training policy.This article is comprised of five parts:The first chapter is introduction. Firstly, it mainly explains the background and research significance of choosing this subject as my degree paper. Secondly, confirming the theoretical basis and the new space for research through relevant literature research. Finally, elaborating design of this research in detailed.The second chapter is the research for training policy of the new generation of migrant workers. To grasp the evolution of the policy process and the shortage by the analysis about the relevant policy text and action projects. What’s more, to learn more about the policy implementation on vocational training of the migrant workers in Shanghai by the interviews of the relevant staff of Pudong New Area of Shanghai who are responsible for the vocational training.The third chapter is about survey and research. By a research about current situation of vocational training of the migrant workers by the survey.Then find out the current problems existing in the vocational training and analyses the main problems during the process. The fourth chapter begins with a questionnaire survey on their employment current situation and demand for vocational training within the new generation of migrant workers. Trying to find out the main relevant factors, which influence them to translate the needs into action. This part can provide an important reference for making strategy to encourage the new generation of migrant workers to participate in the training.The last chapter is based on the training needs of migrant workers. For the problems in the current vocational training for the new generation of migrant workers, combining the existing policies and regulations with the opinions of scholars, the author pays more attention to investigate how to perfect the vocational training system which can meet the needs of the new generation of migrant workers.Based on the following studies, firstly, the factors which influence the vocational training of the new migrant workers include the internal and external one. However, the internal factors include work time, income status, industry and post status and also their training awareness have become more and more important factors on their training decision. Secondly, with the improvement of policy, the implementation aspects of training policy issues have become increasingly prominent. The first issue is the current model of government training subsidies that refused the group of the migrant workers who has no job at present.The second one is the obvious problem which existing in the policy advocacy; the third one is how to evaluate the training needs in our deeply research. Thirdly, in the aspect of training teach, the real training agency should innovate training model, adopt the training forms which meet their employment current needs and satisfy the needs of the investors and then make sure it can be smoothly implement. Finally, we can summarize that the employer has been the critical factor. Therefore, to improve the employer engagement, government must make a policy guidance, establish long-term operation of the training system of migrant workers. Otherwise, the current training mode will be difficult to maintain.
