Since entering the modernization, people’s life and forms of organization has undergone tremendous changes, along with it there are a lot of social problems. To solve these problems, the community is considered to be an effective prescription. Many scholars have paid their attention on the community. Giddens believes that community building not only means to rediscover lost form of solidarity, it is also a possible way to promote the social and physical recovery of streets, towns and larger local area. Along with the discussion of the scholars, countries around the world carried out the practice of community building. Community building gradually became a worldwide movement. In this context, China in transition had begun to build community. However, due to the construction of our community is administratively, it led the construction of our communities to great development dilemma. But, with the reform of the housing system and a large number of commercial districts in this predicament showed great vitality, it indicates that China’s urban grassroots governance structure may change. Especially in recent years, there are many problems in the exploitation of real estate, which gives the owners the opportunities to form collective action. Owners’ group identity has been strengthened in the process of safeguarding their own interests, and this offers the possibility to improve the enthusiasm of the owners to participate in the cell autonomy and the formation of effective self-government.Based on the situation, the article tracked the process of a commercial district owners maintain the right, try to show the specific actions of the process owners, developers, government and other parties in the way of telling stories. The study focused on the action of the district residents in this progress, to explore the possible relationship between the owners’ action and the development of communities.By analyzing the process, I found out that:First, the generation of the owners’ activism is a process of problematization. I think that the problematizalion is the residential property owners aware of the seriousness of the problem and take action against real estate companies. Each residential quarter got problem more or less, but the appearance of action related to some catalysts. It includes developers’ infringement to the owners, the promotion of community activists, the owners’ community participation awareness and rights awareness.Second, the actions of the owners show two distinct characteristics. One is the "cohesion with emotions "and "struggle with principium". In mobilization’s process, activists arouse the majority of the owners’ concern about problem with emotion. In struggle’s process, the owners rely on not’the "lawB" but the "principium" which contains deeper cultural dynamics. The "principium" is a moral judgment based on the social experience. Another is the logic of appealing to the government. In the common requirements for social order, the Government and the people should be negotiated to solve the problem.Third, achieving residential quarters’ autonomy is an important way for community’s development. It is necessary to achieving residential quarters’ autonomy because the omission of the Community Residents’ Committee and the powerless of the Property Management Company. The owners’ action promotes the construction of the owners’ identity about community. It provided favorable conditions for the establishment of the Owners’ Committee. The Owners’ Committee is an important unit for community governance. It has to cooperate with the Community Residents’ Committee and the Property Management Company.Although the owners’ action tremendously promote to community development, but there still is a long way to go to achieving residential quarters’ autonomy.
