Preschool education is the foundation stage of lifelong education. It pays more and more attention, which is very important for personal and social development. Urban-rural difference of preschool education has become a bottleneck of preschool education balanced development and equity in the context of dual structure of urban and rural economic and social, which hindered the overall health of preschool education for sustainable development. To achieve overall development of regional preschool education will be affected by many factors. The most critical constraint is preschool teacher status. Preschool teachers as an important factor to influence the quality of preschool education, there are differences in different areas. The building of the contingent of teachers in urban and rural kindergartens to preschool education development needs, not only to promote the quality of preschool education throughout the region, but also to narrow the gap between urban and rural areas, and promote the balanced development of urban and rural preschool education.This research using the literature method, questionnaire survey, interviews and physical collection method, investigates the status in Shan-xi province by objective sampling from each of3kindergartens in the urban and rural kindergartens as the research object. First of all, there are several problems from class size of the kindergarten, teacher-child ratios, the structure of preschool teachers and the supply and demand of training for preschool teachers. The class size generally too large is not conducive to the development of teaching activities; there is a big gap between the relevant standard teacher-child ratio and national regulations, influencing on the improvement of education quality; the level of full-time preschool teachers in urban and rural regions is not balanced, and professional teachers are serious shortage. Secondly, from the social dimension, the governments and the kindergartens, the key factors influencing the preschool teachers are:the administrative departments of education responsibility consciousness is not strong enough; the management system of preschool education is not perfect; educational investment is not balanced, causing preschool teachers lacking of financial security; Urban and rural preschool teachers planning is not clear, but also poor continuity; because of preschool teachers lacking of security system, it is difficult to adapt the need of education reform and development.Finally, from the angle of breaking the dual structure of urban and rural education to balance the development of urban and rural preschool education; strengthening the responsibility of government and improving the management system of preschool education; formulating the configuring plan of preschool teachers to guarantee investment in educational resources to rural areas more; optimizing the allocation mechanism of preschool teachers and improving the construction system of teaching staff. For preschool teachers with reasonable planning and the establishment of a sound security system of teachers put forward measures to stimulate the preschool teachers reasonably equipped.
