In the overall process of promoting quality education, basic education curriculum reform is a key link, and to implement and promote the basic force for curriculum reform is teachers. Therefore, strengthening the contingent of teachers and promote professional development of teachers is a necessary requirement for the development of educational modernization. Shanghai raised in the "Eleventh Five-Year" period should take the lead to achieve the education goal of modernization, one important task is to accelerate the development of rural education, promote the balanced development of urban and rural education. Jinshan District of Shanghai's outer suburbs, due to the shortage of teaching staff, in recent years, imported from other provinces and cities rising proportion of young teachers. But also because of various reasons, other provinces and cities to introduce the mobility of teachers is relatively large. Therefore, the focus of these teachers work and study the living conditions of their career intentions and stability and promote their professional development and education for the future development of Jinshan has a very important significance. Extension, the city, the outskirts of cities to introduce the construction of the contingent of teachers is also the lead in realizing modernization Shanghai Education to promote the balanced development of urban-rural integration, an important part. Through the analysis of survey results, both to understand their strengths in development, but also to find the development of the main issues, and thus propose appropriate policy responses and management measures to promote their better development, so that they feel at ease as much as possible, Jinshan comfortable in this vast land, in order to promote rural educational development, and Shanghai lead in realizing modernization of education to contribute their youth and wisdom.
