High-quality education is one of the most important theories in today’s educationaltheory and practical research filed. In2000, the UNESCO Dakar Framework for Actionraised that receiving quality education is the right of every child, and confirm that qualityis the core of education. In2003, UNESCO Ministerial Round Table on QualityEducation reiterated that hi-quality education was the important part of UNESCO’sworking, promoting that quality education is a human right. In2010, China’s nationallong-term education reform and development plan advanced that: Provide a richer qualityeducation. To enhance the overall quality of education, the modernization of educationlevels were significantly increased. Total quality educational resources continues toexpand, the masses get bigger satisfaction to meet the needs of quality education.Obviously, to improve the quality of education, and to develop the quality of education,have become the core of the current education.The so-called quality education, is aiming at enabling students to form a sun-likestate of mind and a healthy personality, to improve students’ self-esteem andself-confidence, to establish a full and harmonious education. It makes the schoolallocation of resources efficiently and effectively. School life is full of deep concern forall students, no one will be neglected and abandoned, everyone would enjoy the full rightto education, and the process is fair and equitable. Also, this kind of education is a wayof cultivating "responsible citizen" values, attitudes and emotions, cognitive skills andnon-cognitive skills, creativity and capacity.The steady development is inseparable from the scientific objectives of qualityeducation planning, therefore, the author starting from the definition of quality education,according to the specific conditions of Dongsheng District, Erdos,divided thedevelopment goals of quality education into three levels. Among them, the1stlevel goalis based on the quality education, which commanding the2ndand the3rdlevel goals inthe three highest goals. It contents protecting the equity in education, culturing"responsible citizens" and promoting the comprehensive and harmonious development.The2ndgoal set the1stgoal as a guide, in three dimensions established threesub-objectives, are high-quality school education, a quality social education, the qualityof family education, making it clear that quality education in the field of school, social, family. The3rdgoal is to specific the2ndgoal, and carried it out, according to the actualeducational situation of the Dongsheng District of Erdos City. Expand specific targets inpre-school education, compulsory education, high school education, vocational education,continuing education, family education, national education planning, to form ahigh-quality education network, and to fully establish the goal of quality education.According to the development of quality education in Dongsheng District, ErdosCity, the author established a goal of the specific ways and strategies. First, the authoranalyzes the basic conditions for the development of quality education here. Firstiy, thelocal party committee and government have attached great importance to the educationwhich is the fundamental guarantee of Dongsheng’s educational development. Secondly,Dongsheng’s education already has a good economic foundation, By themulti-investment, education infrastructure has been fruitful. Thirdly, in tireless efforts,Dongsheng District has built a professional team, which is full of dedicative, qualifiedexpert teachers. What’s more, Dongsheng has achieved state-run compulsory educationand standard class capacity, which have access to a number of honorary titles. This hasmade a significantly enhance to the whole strength of the education. However, theDongsheng District Education level is still very far from the goal of quality education.On the existing basic level, we should add more efforts to promote the development ofquality education, to achieve the goal of quality education. These are the measuresshould be taken according the reality of this district. First, increase investment ineducation to improve the infrastructure. Second, create a campus brand to construct aschool culture. Third, care more about teachers and students to enhance their happinessfeelings. Fourth, create regional characteristics to strengthen international exchangesand cooperation. Fifth, carry out practical activities to form a trinity education style.Sixth, improve research capacity to update the concept of teaching. Seventh, setstandards of operating schools to allocate educational resources. Eighth, reform theevaluation methods to set norms of hi-quality education.I hope that according to this research I can make a little contribution to promotethe hi-quality education in Dongsheng District of Erdos City. But to promote the qualityand balanced education development project is a long way to go in the future. For along period of time, high-quality education also will be one of the themes of educationresearch. It is needed to do more research by educational investigators.
