With the gradual advancing of college reformation, its personnel system reformcontinues to deepen. Being an essential part of the college personnel system, thesalary system reform directly affects the faculty’s enthusiasm for work and concernsthe realization of the faculty’s personal value and college’s strategic value, whichhave significant impact on the cultivation of nation’s future talents and socioeconomicdevelopment. So, the innovation of salary system has the most realistic significancefor college reform. In essence, in the background of knowledge economy, the salarysystem must have its incentive effect and embody the value of human capital. Hence,in order to analyze and ponder the salary system reform, we must combine it with thedetermination of human capital value. Since the current salary system in our countrycannot reflect the true human capital of its faculty, and this is the key factor thathinders faculty’s value realization. Therefore, it has been of urgency and reality todesign the salary system based on the value realization of human capital in college.Due to above background, this paper, basing on human capital theory, doesresearch on how to build a scientific and rational salary system for faculty in the viewof realizing the value of human capital in college. Firstly, sorting out andsummarizing domestic and foreign literature on human capital value and salarysystem, this paper elaborates human capital theory、the connotation of human capitalvalue、the characteristic of college human capital value and the relation betweencollege human capital value and salary system. Then, the status quo of our currentcollege human capital value realization and related salary system is fully analyzed bydoing some field and questionnaire survey and data reduction. Moreover, weparticularly draw from experiences of America、German、Japan and India, whosecollege salary system is oriented by human capital value, and put forward that collegesalary system in China should be in line with our national conditions and make thefaculty achieve human capital value as much as possible. Based on the background ofthe new round income distribution system reform for institution, this paper design anew college salary system frame that combines both the career compensation andperformance pay mode.
