The United States is one of the most developed countries in the world of highereducation. The history of American higher education is as short as about300years countingfrom the establishment of Harvard, but its universities are ranked as the world’s top spot bothin quantity and quality with the vast majority of today’s world first-class universities.American higher education system is recognized as the most competitive higher educationsystem, which is inextricably linked with its distinctive management system. Highereducation permission in the U.S. higher education system is either an important part of the itshigher education system or an important reason for the rapid development of higher educationin the United States. Hereby, this paper explores the research of American higher educationpermission, and recommends others to learn.The American higher education permission system is an open complex system, on whicheconomic, environmental, political, and cultural factors impact. This paper researches thecourse of development of higher education permission, elements and related structure andfunctions based on the perspective of system theory, in order to build the system model ofAmerican higher education permission system with a profound summary of its successfulpractices, which will provide recommendations for the permission system and the futuredevelopment of higher education in China.First of all, for the domestic fresh research of American higher education permissionsystem, this paper gives simple commentary on the research of American higher educationpermission system and points out the lack of research based on the traditional theory, thenputs forward the feasibility and necessity of systems theory approach based study of theAmerican higher education permission system. The system model consists four elements oflegal system, organizational system, standard system and operating system, and the elementinteracts with each other.Second, this paper takes California as a case study, introducing a brief history andcurrent situation of the state’s higher education permission system. This paper studies theoperation of the higher education permission system in California from legal system,organization system, standard system and operating system above, and analyzes the role of government played in the higher education permission system.Finally, this paper compares the higher education permission system in China and theUnited States, from historical process and system structure, then summarizes the plight ofChinese higher education permission, and puts forward suggestions to improve it with thereform of administrative approval as background.In summary, the model of American higher education permission system not onlyprovides a strong guarantee for the development of higher education in the United States, butalso provides useful inspiration for the development of higher education and reform ofadministrative approval in China.
