Curriculum, as a key ingredient in school teaching, has an important influence on the promotion school effectiveness. The reform and improvement of curriculum is so essential for education reform and school effectiveness and relies heavily on the change of teaching contents, activities and arrangements, to achieve a maximum efficiency in teaching and learning and thus an effectiveness enhancement of the whole school. Curriculum of foreign languages is a major part in the school reform and important for efficiency promotion of school, for the reform of it can improve the overall quality of students, raise the professional level of teachers and strengthen the school’s ties with society, then ultimately improve the whole efficiency of school.This paper consists of six parts. Firstly the author analyes the relations between the curriculum reform of foreign languages and the promotion of school effectiveness especially thatin the field of elementary education in American in the aspects of curriculum objectives, contents and its implement, and the conclusion is that the curriculum reform improves the effectiveness of elementary education of primary and middle schools in American. Also, analyze the achievement and problems in the reform and effectiveness promotion in American curriculum reform. Finally, the status and deficiency of it in China is discussed and analyzed and comments and proposals are issued combined the experiences on it in American with the realities in China.
