Research On Housing Problem Of Peasant Laborers In Cities

In the process of reform and opening-up, industrialization and urbanization, a new social groups, migrant worker, has emerged in China, and they become major labor force of building socialist market economy. As more and more migrant workers entered into cities, China’s urbanization process is accelerating. It has become a trend that migrant workers shifting to citizen, but migrant workers’ housing problem of living in city has turned into serious trouble needed to be solved. Housing problems of migrant workers reflect of contradictory between China’s old and new systems in the urbanization process. Providing housing for migrant workers in city is the key to solution of China’s "three rural "problems, urbanization, economic growth, social stability and development and construction of harmonious society. For migrant workers, the living conditions related to their shelter in the city, survival situation and future development. Because of low-income, the expenditure of migrant workers spend on housing is very limited, coupled with their unique mobility and temporary nature, the availability of residence, living conditions and living environment of the community have a larger gap, comparing with citizen. And living space of migrant workers is small, adding appalling sanitation, that can easily lead to problems of social order. In the face of these problems, the Government should take due responsibility, through the innovation of concept of public service, organization, system and mechanism, enhancing the indemnificatory housing level of migrant workers. Based on the field investigation, and understanding living situation of migrant workers in city, using the role government should play in the problem of migrant workers housing as an study angle, and do some systematic exploration through relevant studies, trying to make an academic contributions to solve migrant workers housing problem through the Angle of government management.There are four parts fully. Through the public service, governance and good governance theory, further analyzing the essentiality of solving the problem of migrant workers housing by Government.The first part comprises the purpose and implication of research, research methods innovations, the relevant definition of the concept, the status of domestic and foreign research and so on. The second part mainly through a survey of migrant workers found that the current migrant workers housing form of housing as well as the main problems.The third part analyzed the reason of migrant workers’housing problems.And then analyzed urgency of solving migrant workers housing in city from reality.The fourth part is based on the further analysis of the survey results and related research achievements, analyzing basic ideas and series of measures on indemnificatory housing from the perspective of government management and government accountability.
