A Study On Problem Of China Peasant Laborer's Housing Security

Along with China's reform and opening-up policy processing, the peasant laborer is becoming an extensive special social group, which can not be ignored. The peasant laborer has made indelible contribution to urban economic, social and cultural developments, however, their housing problems, which is closely connected to their survival and living, have not been effectively solved. How to solve the peasant laborer's housing problem? This question is becoming a hot focus with much attention of the society now.Through survey and interviews to the peasant laborer in Shenyang city, this paper presents the peasant laborer's status---small living area, poor living condition, dissatisfied housing meeting, and lack of housing guarantee, and it analyzes a serious of arising problems caused by this. The paper analyzes the necessity to solve the peasant laborer's housing problem, in terms of harmonious-society establishing, urbanization forwarding, social transforming and housing-security improving; and it analyzes the feasibility to solve the peasant laborer's housing problem, in terms of politics, economy and policy. Finally, in profits from the domestic and foreign solution to the housing problems for low-income community, the paper views that, to solve the problem, it should follow the principles of combination of government-led operation and market operation, fairness, hierarchical classification and gradual advancement. According to the principles, a few countermeasures are proposed:Firstly, to bring the peasant laborer into urban housing security system; Secondly, to build apartments for the peasant laborer in various channels; Thirdly, to increase the peasant laborer housing consumption ability; Fourthly, to establish and improve the peasant laborer's housing standard. What is more, to ensure the countermeasures operating, this paper also proposes the auxiliary mechanism to solver the problem:fund safeguard; legal guarantee and sector assurance.
