While the global energy problems have increasingly become prominent, how to make the use of energy resources effective and rational, how to get a more cost-effective with a minimum input of resources and environmental costs, and how to make the energy, economy and environment for sustainable development, are what we face as the currently urgent tasks.Firstly, it adjusts the energy balance sheet of Shanghai according to the international energy balance system, and analyses the energy utilization status in Shanghai through different kinds of energy varieties, and the final energy consumption sectors. It also draws the energy flow chart of Shanghai in 2005 according the adjusted energy balance sheet.From this chart, we can see that the total energy consumption of Shanghai in 2005 has changed from 80.6943 million tons coal equivalencein to 75.2236 in number and the proportion of the coal and oil has increased respectively as well as the proportion of nature gas and city calls of electricity has reduced respectively. This means the optimization of energy structure has more space.Secondly, it analyses the energy efficiency of Shanghai in 2005 using the consumption of product. Through the comparation with other foreign countries which have the more energy efficiency in intermediate conversion, agriculture, industry, transport and civilian commercial sector, it finds that this five kinds energy consumeption sectors of Shanghai has 3.52%, 3.1%, 20.53%, 8.91% and 6.41% energy saving potential of in technology. If this kind of energy saving potential can be exploited, it can save 14.30 million tons of coal equivalencein base on 2005. The energy-saving technology can achieve about 19% of energy consumption lonely, which means that the energy saving potential in technology is enormous.Third, according the experience of foreign country in energy saving using both technology and economic means and the situation in energy utilization of Shanghai, it finds Shanghai's own energy-saving means and measures.In the agricultural sector, it saves the energy mainly through the use of advanced agricultural machinery technology, strengthening of rural energy-saving awareness, as well as the use of the new energy sources such as biomass, solar wind and etc.In the industry sector, it saves the energy mainly through the development of relevant laws and regulations,improving the existing financial and tax policies to strengthen energy management and monitoring and speeding up industrial restructuring and technological innovation. In the transport sector, it saves the energy mainly through some advanced energy-saving measures, as well as the improvement of transport, distribution and management systems, and other means to improve the system efficiency of transport sector. In the transport sector, it saves the energy mainly through establishing a correct concept of energy conservation,adopting energy efficiency standards and promoting the adoption of energy-saving products in the market. Under the premise of improvement the quality of life of the residents, it must save the energy consumption as possible as we can.Through the many kinds of measures in technological transformation, energy policies and regulations and government's tax policies, it can not only achieve the target of "11th Five-Year Plan" in energy saving,but also spur the entire Shanghai to intensive social for the benefit of future generations. |
