My View On The Development Of County Eco-economic In Xinbin Manchu Autonomous County

County is the most basic administrative unit in china.More than90%of the land aredistributed in count.The source of water,the mineral resources,the forest,and other naturalresources are divided in county too.In2009,the population in counties reached930millionand accounted for70%of the total population.County economy is an important strategicposition in the entire national economy and social development.The research on thedevelopment model of the county economy is concerning the direction and pattern in thesocial economic development of our country.The idea of construction of ecologicalcivilization is a deeply meditate on the road of socialist construction and the economicgrowth way for a long time.Accordingly,we urgently need to develop a economy ofprefectural region zoology and built an ecological civilization.Xinbin manchu autonomous county is the first autonomous county and the first batch ofnotional ecological demonstration zones.But Xinbin County is a county of a mountainousarea agriculture.Now Xinbin County is a less development region at a stage of social andeconomic transformation.Xinbin County has been exploring and advancing for the balancebetween the economic development and the environmental protection.This paper choosesthe status of the development of economy of prefectural region zoology as the researchobject in Xinbin County.Its theoretical foundation is county economics,ecologyeconomics,circular economics and industrial economics.By using the ecological footprintcalculation method,this paper is based on the harmonious relationship between human andnature,and to deal with relation among the growth of economy,the utilization ofresources,and the protection of ecology and environment.In theory,this paper mainly discusses the characteristics and status of the countyeconomy,the types,structure,the contribution method of ecological economy,and theprinciple,the principel contradiction and the policy guarantee of county eco-economy.Inpractice,the demonstration analysis on the basis and prospects indicate that Xinbin County has a good advantage in resources and location of the development ofeco-economy.Ecology contribution brings opportunity to the development,also bringschallenge.To realize the sustainable and stable development of the county economy,toachieve the efficient utilization of the energy resources,to achieve a virtuous circle of theenvironment is a basic approach that achieves the goal of the socioeconomicprogress.Therefore,it is essential to change the mind,transform the economic growthmode,advance the science and technology,built ecological industry,and improve the systemof policies and regulations.Besides the conclusion,this paper is divided into five parts.In part one,a question fordiscussion is put forward.The second part introduces the theoretical basis for thedevelopment of county eco-economy.The third chapter describes and analyzes theactualities and problems of the environment and social economic condition.The fourthchapter uses the ecological footprint method measures area to be able to develop acondition continuously.In the final chapter,this paper puts forward the way to balancedevelopment of county eco-economy in Xinbin County.
