Analysis Of Low-carbon Economy Development In Minority Areas

The global climate warming has formed dire challenges to the survival anddevelopment of mankind. Under this condition, the concept of Low Carbon Economywas put forward. With the constant increase of the global population and its economicscale, people get to know more about the environmental problems caused by energyconsumption and other reasons to the problems. We have made clear the harm ofsmog, photochemical smog and acid rain, and the global climate change brought bythe increase of CO2in the atmosphere.In this circumstance, a lot of new concepts and new policies have come to thisworld, such as Low Carbon Travel; Low Carbon Economy; Low Carbon Technology;Low Carbon Development; Low Carbon Lifestyle; Low Carbon Society; Low CarbonCities and Low Carbon World. The result of the change in the energy, economy andvalues is a new road to an ecological healthy society, where people abandon the20thcentury’s way of development, make use of creative technology and mechanism of thenew century and realize the sustainable development of the society through lowcarbon economic model and low carbon lifestyle.The road taken by the developed countries is pollution comes first whileprotection comes second, which caused tragic damage to the society and the people.The damage amount is ten times the resource needed for the prevention of thepollution. The eastern and the northeastern regions are the developed ones in ourcountry, and they are taking the road the developed countries had taken. The price ofthat wrong way can be foreseen. However, the underdeveloped minority regions ofour countries (eight provinces: Xinjiang; Qinghai; Inner Mongolia; Guangxi; Yunnan;Tibet; Ningxia and Gansu) are in their beginning stage of industrial development, andthese places are rich in resources, so low carbon economy is a must for them.Therefore, it is necessary to conduct an in-depth research on the low carbon economicdevelopment of the minority regions.This paper probes into the roads available for the low carbon economicdevelopment of the underdeveloped minority regions. After reviewing the previous research result by scholars at home and abroad, this paper provides the carbonemission amount of the minority and the eastern regions and all provinces of ourcountry. Then, the paper gives the GDP per head of these regions and thus obtainstheir carbon density. Also, the paper investigates the natural resources, industrialdevelopment, industrial structure, carbon emission amount and carbon emission trendof the minority regions, and makes a two-way comparison with other developedregions and other provinces, so it gets the regional character of carbon emission. Then,the paper analyzes both the advantages and the disadvantages of developing lowcarbon economy, and chooses the best way for minority regions to reduce carbonemission so as to promote their economic development, structural adjustment andcarbon reduction. In the end, the paper analyzes the effective policy motivationmechanisms for minority regions.
