With the advent of global economic integration, human resource development hasbecome one of key factors for any business to gain a competitive advantage. Employeetraining as one essential part of human resource management is more and moreimportant in the strategic business development of the enterprises. However, manycompany only pay attention to the content of training but neglect one key step—employee training effectiveness evaluation. For lack of reasonable assessment andjudgment about the training effectiveness, the purpose and the role of employee traininghave not been truly understood, which affect employee training effectiveness.Training effectiveness evaluation was defined according to the results by analyzingthe foreign theory such as Kirkpatrick four hierarchical model, Philip’ return oninvestment category return-on-investment (ROI) model, Kaufman C Kaufman) fivelevel evaluation, Give baker and Cohen utility formula and the domestic research status.The status of training effectiveness evaluation of AH company was surveyed andanalyze according to the training projects performed in the last three years. The mainproblems include inaccurate training demand analysis, unscientific development modelof training course, lacking input for trainer, inadequate capacity of evaluation body,imperfection of evaluation standard, evaluation process and evaluation data base.Design principle for evaluation system and evaluation principle was definedaccording to the training evaluation problems in the AH Company and designexperience of domestic and foreign evaluation theory. Effect elements such as trainingparticipant’s characters, training program content, responsibility and development ofevaluation body were analyzed. Training effectiveness evaluation standard, evaluationprocess and data analysis were designed for AH Company.The author research the basic theory of the evaluation, explains the trainingevaluation flows and contents, finally design the integrating evaluation system for AHcompany. The evaluation system for AH Company was verified by the training programfor QD1508APQP. The author emphasizes the viewpoint that the training evaluation isone systemic program and training effectiveness evaluation needs clearlyresponsibilities definition. This article will have some reference value to employee training evaluation practice and theory research.
