Since from the Eleventh Five-year Plan, China’s financial industry has realized ahistoric leapfrog, China’s financial macro-control system has improved, its financialreform has made a great stride, the role of the financial market has been brought intofurther play, the opening-up in the financial sector expanded gradually, financialservices were markedly improved, the overall strength of the financial sector increasedcontinuously, vigorously supporting the sustained and healthy development of thenational economy,under the right leadership of the Party Central Committee and theState Council. But in face of the new international and domestic environment andmajor risks and challenges, how the Chinese government put financial institutions,including banks, securities, insurance, all together, to expand the overall strength ofChinese financial industry and resist the ability of all sorts of risks, which put forwardtaller requirement to the government, especially to the government financialmanagement organization. From the core competency of organization perspective,through case studies, this article reveals the core competency of Chinese governmentfinancial management organization and discusses the influence of the performance onthe success of the elements, so as to provide certain scientific theoretical reference andpractical guidance for the development and reform of Chinese government financialmanagement organization.Based on competency and core competency, this article firstly summarizes thecompetency at home and abroad, core competency and relevant research results ofgovernment financial management. With reference of the research ideas and methods oncore competency of organization from abroad, and based on the relevant researchachievements of Chongqing University on the research of public organizational corecompetency(supported by the National Natural Science Foundation of China, thenumber is70472018), this article extracts60critical success factors by using of themethods such as literature review and simple interview. After revising and secondscreening,48items that fulfill the research object features are finally determined, andChinese government financial management group core competency questionnaire ismade up. Through the questionnaire survey and exploratory analysis and confirmatoryanalysis on the recovery of data, which construct the government financial managementorganizational core competency model. Finally, uses the two order factor equation model to study the government financial management organizational core competencyand organizational performance.According to the study obtaining the competency model and performance andorganizational performance relationship, it puts forward a government financialmanagement basing on core competence to improve organization performance andmanagement of financial ability countermeasure proposals.The following conclusions come from the empirical research:(1) Makes up Chinese government financial management group core competencyquestionnaire. After the questionnaire be verified, the questionnaire reliability is provedthat coefficient is0.972, it indicates that the final questionnaire has a high reliability,and the acquired data appears to be good credibility, it is a good questionnaire that canreflect the core competency of Chinese government financial management organization,and it provides practicable measurement tool to construct organizational corecompetency model scientifically.(2) Chinese government financial management organizational core competencymodel has five dimensions and fifteen elements. The five dimensions are financialsupervision, financial innovation, financial performance, effective leadership andresources allocation and drawing. The financial supervision includes administrationaccording to law, the dimensions of government affairs, democratic administration,restricting corruption, the Scientific nature of policy; the financial innovation includesinnovation ability, system innovation, market concept, international; the dimension offinancial executive includes government learning and coercive capacity; the effectiveleadership includes the dimensions of goal orientation, leadership excellence; resourceallocation and drawing contain attraction investment and human resources managementfeatures.(3) Makes a detailed empirical study on Chinese government financialmanagement organizational competency and organizational performance. The resultsshow that the path coefficients of financial supervision, financial innovation, financialperformance, effective leadership and resources allocation and drawing are0.92、0.89、0.84、0.99and0.96, it proves that the five core competencies on the organizationalperformance has a direct positive influence, and reflects strongly. And it proves that theChinese government financial management organizational core competency model has abetter prediction effect on organizational performance.
