In recent years, as the sharp development of small and medium enterprise of china, the tradition personal management can’t adapt to the demands of human management of it. It is necessary to build the human resource management system of the small and medium enterprise. The Scientific and effective human resource management is the protection of enterprise sustainable development. Under the premise of studying human resource management and the development of the small and medium enterprise ,this thesis analyze the situation, point out problems and gave some suggestions to build human resource management system of small and medium enterprises in China.First, to complete the SME managements’ change from the traditional personal management to the modern human resource management, it must establish a comprehensive human resource management operation system.Second, it needs to build a scientific and effective performance management system. Performance management is a mirror of human resource management, which reflects the effect and shortcomings of human resource management. Therefore, the scientific performance management is vital to the HRM of SMEs.Last, it builds corporate culture to promote the improvement of human resource management. The corporate culture is the core value of enterprise, have an interaction with HRM. It will promote the enterprise HRM, through constructing the corporate culture.
