Our country is in a period of rapid development of socio-economic, industrialization and urbanizationaccelerate the development of an important period. China’s large population base, the total land resourcesscarce, in particular, the relative shortage of per capita land resources, especially the contradictions of thepeople and land. Arable land to ensure national food security, land resources, arable land remediation in therural areas is the protection of arable land resources total means of dynamic equilibrium of the main measuresto protect national food security, the only way to achieve sustainable development. In China’s vast rural areas,remains chaotic layout of the land for construction, land-use efficiency is low and the irrational structure ofthe phenomenon. In such a grim situation, and only through the rural residential construction landremediation in order to comply with the process of urban integration.Around in recent years, in accordance with the requirements of the CPC Central Committeeand State Council, actively carry out the rectification work of rural land, the implementation ofplanning objectives and tasks, adhere to the red land and the economical and intensive land hasmade important progress. As land remediation work from point to plane further promote, inparticular, from a simple additional land to additional land to improve the quality of arable land,construction of basic farmland, intensive land conservation, and new rural construction andurban and rural development combined with the change, an urgent need scientific and rationalsystem of land remediation for theoretical guidance. Scientific theory of land remediationsystem can promote the modernization of agriculture and new rural construction, optimizing thestructure and layout of urban and rural construction land economical and intensive use of land toease the industrialization, urbanization, rapid development has brought people to contradictions,and to promote urban-rural integration to build the economy and society comprehensive,coordinated and sustainable development.Paper according to the structure can be roughly divided into four parts: The first part is the introduction,an overview of the research background and significance of the research status, content and tec hnologyroadmap. The second part is the theoretical basis, summed up the basic theory of the concept and applicationof land remediation, arable land remediation potential, village renovation potential of various calculationmethods, the methodology of the paper. The third part is the part of empirical research, the first description ofQinghai Province Delingha natural conditions, socio-economic conditions and land use. On this basis, combined with urban and rural development of this policy, the analysis estimates the region’s arable landremediation, village renovation of all kinds of potential size, the findings and classification. The fourth part isthe concluding part of the paper, summarizes the results of empirical research, and discussions. The region can increase the arable land after remediation333.22hm~2. Delingha cityarable land remediation capacity (2) increase the potential intens ity of: Delingha0.7813The Gahai town of0.7373, Ke Luke town of0.7869, Huai toutala town of0.6158, build Jixiang0.7174.(3) Delingha villagerenovation theoretical potential of6,385,890square meters (638.589hm~2in):6.0704million square meters ofDelingha; the Gahai town740010square meters; Ke Luke town of60,000square meters; Huai toutala townof639,990㎡; Xu Jixiang6790square meters.(4) the Delingha village renovation planning objectives in2015to meet the town with the needs of667.82hm~2in; planning target year2020to meet the needs of urbanland826.76hm~2.
