The improvement of cultivated land quality is of great significance to improve the productivity of arable land and food security. As a major project,China's land regulation plays an important role in revitalizing the land, increasing the land productivity, improving the rural environment and developing modern agriculture by optimizing the land resource utilization and supporting the sustainable development of the society and economy..The research is carried out under the background of national land reform, and the theory and practice are combined by using literature research method, field investigation method, theory analysis and contrastive analysis method to carry on theoretical analysis and empirical research.By analyzing the impact of land improvement on the quality of cultivated land,it is put forward that the improvement of cultivated land quality should start from both technical measures and management measures. The technical measures for land remediation, chemical technology measures, physical and technical measures, biotechnology measures and land remediation projects combined,in-depth analysis of the quality of farmland to enhance the methods and measures;from management measures,Protection, quality management and farmland infrastructure maintenance, protection of land remediation continued to play a role.Comprehensive use of technology and management measures,to play the effectiveness of land remediation, comprehensively enhance the quality of arable land, environmental quality, management quality and economic quality. The main technical measures include improving the quality of cultivated land by planting green manure, returning straw to soil, applying organic fertilizer and applying soil improver. The main technical measures include land leveling, low pressure water pipeline irrigation,micro-sprinkler irrigation, drip irrigation,Drainage and the construction of ecological bag slope protection gully drainage and other conditions to improve irrigation and drainage conditions, improve the quality of arable land, chemical technology measures include the rational selection of crop varieties, rotation of grassland, planting shelter forest and other measures.Based on the empirical study on high standard basic farmland remediation project in Beidagang Farm of Tianjin Binhai New Area in 2014,according to the main limiting factors of land use in the study area:drought and water shortage, soil salinization, imperfect irrigation facilities, large ditch area The paper analyzes the effect of land improvement on the quality of cultivated land, and puts forward some countermeasures to improve the quality of cultivated land.Through the evaluation system of cultivated land quality in Tianjin, the quality of cultivated land after renovation was evaluated. Before the remediation, the cultivated land's national natural quality level is at grade 9,after that,it is at grade 8,the national natural quality level improved 1 grade. At meantime, before the remediation, the cultivated land's national usage levelisatgrade 10.94,and after that,it is at grade10.The national usage level increased 0.94 grade. Thus through land remediation, the quality of the cultivated land in this area has been effectively promoted. Before the renovation, the cultivated land's National nature in the study area is at grade 8,9,10,after that,it is at grade 8,the cultivated land's national natural quality level is at grade 10 and 11 after that,it is at grade 10,the cultivated land's national usage level is at grade 10.12,The national usage level increased 0.72 grade.Through land remediation, the quality indicators of cultivated land have changed significantly, and the quality of cultivated land has been improved obviously. The ecological, social and economic benefits of land remediation are remarkable.
