Urbanization is inevitable phenomenon in socio-economic development, and is theonly way to achieve modernization for a county or a region. Urbanization is in fact thetransformation of labor and land resources from agricultural sector. This processbrought about many social, economic and cultural changes as well as problems, whichhave been the focus of both development theory research and public policy debatethrought the world. Since1990s, China has entered the period of rapid industrializationand urbanization. During the period from1990to2008, GDP per capita in china hasincreased to3200US dollars from817US dollars, and the urbanization rate to45.7%from26.4%. The main characteristics of this period are rapid labor migration and landconversion from agricultural sector to non-agricultural sector. From1978to2006, eachyear300thousand hectare of farmland were transferred to non-agricultural use. And upto2008, more than250million farmers have entered cities and towns for their jobs.There changes; on the one hand, supported china’s rapid economic growth; on the otherhand, dramatically changed the existing land relations in rural china. Rapid farmlandconversion and increasingly serious land rights conflicts have become the hot topic ofcontemporary socio-economic development theory and the difficulty of public policychoice in the process of urbanization.Given the principle of maintaining farmland resources, improving land allocativeefficiency and protecting farmers’ land rights and interests, the main purposes of thispaper are to analyze the features of urbanization and causes of rural land policy issues incontemporary china, examine the mechanisms, the appropriate level of farmlandconversion, explore the objectives and pathways of rural land institution reform andland management innovation, and put forward the missions and proposals for theconstruction of rural land laws. The theories and methods of economics, managementand law disciplines are applied in this study.This paper, following the logic line of "base-key-mechanism-suppliment",estabished a theoretical framework to analyze rural land policy issues during rapidindustrialization and urbanzition.
