Business management has already come to the age of strategic management in themodern economic society which is highly informationized, technicalized and globalized.It is important to establish a scientific performance management system to evaluate theimplementation of strategic target timely and accurately. Though performancemanagement is widely used in Chinese enterprises, it is universal that there are stillsome problems such as inadequate enforcement, poor implementing effect and remoterelation between performance management and company’s developmental strategy, andthe other management. This paper aims to study the way of using the idea and methodof The Balanced Scorecard (BSC) to construct a set of corporate performancemanagement system that is strategy dominant, integrity balanced, and long term andshort term combined, and applied to JG company later.This paper first analyses and diagnoses the current situation of JG’s performancemanagement based on the theories of both The Balanced Scorecard (BSC) and theperformance assessment, and then puts forward the introduction of The BalancedScorecard (BSC) and redesigns the performance management system based on TheBalanced Scorecard (BSC) to solve the problems of incomplete indicator decompositionand JG’s long-term development.Specific system is mainly divided into two parts:Frist, Performance Planning System Design of JG Company, depending on thedevelopment strategy of JG Company, according to the four aspects as financial,customers, internal business process, learning and growth of to analyze the company’sstrategic objectives, JG’s company-level, department-level, staff-level BalancedScorecard were constructed respectively, and corresponding performance plan wasdrawn up accordingly; Second,Performance Management System Design of JGCompany, With “PDCA cycle” of performance management, namely,“performanceplan-guidance and feedback of performance-performance appraisal-performancereturn “as the core, in accordance with the management ideas of “process-system–form”, JG Company’s performance management operation system was designed.At last, The paper proposes the supporting measures of the implementation of JG’sperformance management from the perspective of training, assessment test andconstruction of incentive system. In theory, this study is a fusion of systematic assessment methods and an attempt tobuild their practical system; in practice, it is an exploration of Chinese enterprises’applications of systematic evaluation tool to enhance the performance managementlevels on the basis of the case.
