In the entire implementation process of Chemical projects under the EPC mode, Pipe material management plays a very important role in the control of project quality, cost and schedule. Thus, in order to ensure the project procurement, smooth construction, more attention should be paid to each point of pipe material’s management which is closely related to the project procurement and construction, even to the decision-making stage of the project. It has an extremely important significance for the realization of the project’s overall objectives.From two aspects of the EPC general contract mode and piping materials management, the scope of piping materials management has defined in chemical projects on EPC mode, also the contents of the pipe materials management is obtained, and then this paper analyzes the important role of materials management under the EPC mode. Pipe materials management of chemical project under EPC mode have its own characteristics. The EPC general contractor is responsible for the procurement and procurement management of Pipe materials. The procurement should be considered in the design process, the design management, the construction management and the commissioning management etc. And then to form a unified system to ensure efficient coordination and convenient control in communication. Pipe materials management is to ensure the smooth implementation of project and the service in the whole project. In order to ensure the goals of quality duration and cost under the EPC mode, the integrated management of pipeline materials and the entire process dynamic control are considered.There are some information communication problems among the owner, the contractors and the suppliers in the process of implementation of Chemical projects under the EPC mode, also because of the problems in the process of design, procurement, construction and commissioning, and all of this make the pipe materials arrived at the site late/unpunctual or arrived at the site too soon to bring the high cost of storage. For the purposes of reducing the communication barriers and improving the information flow, the information flow of general contracting supply chain is analyzes. For the particularity of pipe materials management and the management gap that exist among the design, construction and procurement under the EPC mode, improving material management system and exploring new ways of pipe material management are considered, making some reasonable solution.The measures to improve pipe material management are raised in this Paper from the management system point of view based on the special features and existing problems in pipe material management for chemical projects under EPC mode, i.e. to improve the pipe material management system from such four aspects as incentive, constraint, competition and supervision. With the management concepts of manufacturing industry as reference, the concept of supply chain, a state-of-the-art concept, is introduced into the pipe material management in order to enhance the performance of pipe material management in chemical projects and solve the existing problems, breaking-through the bottlenecks in pipe material management.This paper is to help to control pipe materials, to save the cost of purchasing inventory for general contracting companies in the chemical general contracting project management. Also some efficient measures are suggested to ensure timely pipe materials supply to ensure the design, construction and procurement connected. All in all, the paper has a certain significance to achieve the overall objective of the project better and to fulfill the project on time.The approaches to perfect the pipe material management system and management methods concluded in this Paper are theoretical research only, which need to be further studied and improved for application in projects in order to achieve innovation in pipe material management. The research and consideration on information communication platform building-up and integrated pipe material management for chemical projects under EPC mode are theoretical ideas only. How to use information technologies to build up and apply this platform to actual practice needs further research.
