With the rapid development of our social economy and the continuous increase of urban transportation demand,the current must satisfy all levels on the basis of transport demand,further promote the implementation of urban public transportation concept of low carbon development.Because urban passenger transport is the main source of energy consumption and CO2 emission,if the corresponding measures are not taken,the vicious circle of traffic and environment will be formed.Therefore,in view of the city passenger transport CO2 emissions problem,must adjust measures to local conditions to system analysis,a reasonable development goals and implementation way,in order to further promote the urban passenger traffic sustainable development.In order to construct the low carbon city passenger transportation system,this paper first describes the current construction status of low-carbon urban passenger transport system at home and abroad,strategy and policy of the general comb,it is concluded that the main characteristics of the urban passenger transport carbon emissions.Secondly,this paper establishes a calculation model for calculating the CO2 emissions of urban passenger transport,and analyzes the scenario of urban CO2 emissions.Using scenario analysis method,studies the urban passenger transport CO2 emissions in 2020,2030,2040,2050 in the benchmark scenario,low-carbon scenarios and enhanced low-carbon emissions of three kinds of situations,such as analysis and urban passenger transport CO2 emissions targets.Then,the factors affecting the carbon emission of urban passenger transport are obtained through the calculation of structural analysis,which mainly include passenger volume,urban traffic structure and energy intensity.Then the influence factors of urban passenger transport are studied and quantified based on the complete decomposition model.And through empirical analysis it is concluded that the influence of passenger traffic is most obvious,the impact of the urban traffic structure and energy intensity is relatively small,but in the long run,along with the development of transport infrastructure will gradually improve,passenger traffic growth will slow down gradually,the influence of urban passenger transport structure and energy intensity will be more and more obvious,limited to reduce energy intensity of technical potential is limited,so the future urban passenger transport structure will become the main factors influencing the urban passenger transport carbon emissions.Based on this,combining the actual situation of the urban passenger transportation,formulate the corresponding strategies and measures,through the optimization of urban spatial layout,optimize the transportation structure,optimize the transportation energy consumption structure,the implementation of a variety of measures for energy conservation and emissions reduction of urban passenger traffic.This paper closely around the city's low-carbon transport development concept,according to xining city society,economy,environment,resources and so on various aspects development characteristic has carried on the empirical analysis,combined with the overall goal of CO2 emission reduction of urban passenger traffic low carbon development is given a number of strategies and measures,has certain practical research significance and application value.
