Today, with the developing of social division of labor, the growing of production scale, growing trend of standardization, the social and economic of this world developing rapidly, and also has brought new challenges for food safety management.Driven by global economic integration, food-safety issues range expanding continuously. Facing with the serious food safety management reality, countries gradually consummate their food-safety-management system from consummating the legal system, building regulatory system, strengthening personnel training and investing capital and other efforts. Countries want to improve the degree of reducing incidents of food safety hazards. In modern society, food safety has become public goods, which must provide by government departments, as a element of public administration, the food-safety-management become more and more important.Canada has a relatively complete legal system of food safety management, oversight mechanisms, such as social participation, the country’s food safety management and food safety aspects of crisis management, most of their successful experience are worth learning for China.This study analyzed the food-safety-management of Canada and that of China mainly from the legal system, organizational structure, the personnel training, financial support, social participation levels, through a comparative method. And use the "Maple Leaf incident" in Canada and " Sanlu milk powder "incident in China as a case, to analysis what are the Canada Government did well on management of food-safety-management, what are they did well on food-safety-crisis-management strategies and protection measures. From comparing, we can understand what our government should improve on food safety management and food safety crisis management.Learn from the Canadian government’ successful experience on food-safety-management and that of food-safety-crisis-management, this study suggests that our government should adopt the following measures to improve China’s food safety management performance:First, establish a sound legal system of food safety management, and continuously improve our food safety laws, establish a mechanisms of forecast food safety warnings;Second is to strengthen food safety management organizations, run from the organizations and organizational mechanisms to enhance the improvement of these two aspects;Third, increase capital investment and strengthen training, importing experts of food safety management, strengthen food safety management integration of human resources;Fourth, improve social participation of food safety management, to build a scientific and rational food safety management system to support consumer orient, to foster and support social organizations involved in food safety management process;Fifth, improve the food safety management supporting systems, continuously improve the implementation of food safety management system, improve food production, processing, credit management system construction;Sixth, increase food safety and law enforcement efforts to continuously improve food safety management and strengthen staff’s awareness of the law;Seventh, establish and improve food safety traceability system to improve food safety traceability.
