IT is knowledge-intensive, Technology-intensive, and the fastest growing industry. The competency level of employees in IT enterprise, which will impact the level of Core competitiveness of enterprises, is closely related to the long-term development of the enterprise. The effective identification of competent personnel, and functional testing, and will be adequate to the force management application in practice to develop links with the development of the enterprise, it is significant.This article first to analysis the practical problems encountered in the R & D projects for IT corporate A, following to elaborate the theory of competence, then the actual situation with the A’s to build competency model, and R & D personnel competency evaluation, and finally through the AHP AHP researchers attempt to quantify the level of competence, to achieve the purpose of solving the problem. Specific chapters structured as follows:ChapterⅠ, Introduction. This study focuses primarily on the background, presents and analyzes the A company’s IT R & D projects practical problems, and the content and methods of this study are briefly described.ChapterⅡ, the theory of competence. Competence related to the theory expounded, and domestic and foreign literature were reviewed.ChapterⅢ, rebuild the competency model of company A’. Company A first analysis of the original competency model, then sort and post-job settings, through the collected data, the level of professional skills to match with the evaluation elements, and finally completed the re-building the competency model.ChapterⅣ, staff competency assessment and quantification. First, the burden of proof through the readme and on-site employees means assessing the professional skills of staff competency evaluation, and then through 360°Feedback, the way the questionnaire based on the quality of staff for evaluation. After get the competence level of staffs, to quantify degree of competence of staffs with third-party tools YAAHP, using Analytic Hierarchy Process。 ChapterⅤ, Conclusion and Outlook. This article focuses on the important work and conclusions, and gives some experience on the application of competency model.
