In the era of new knowledge economy, Knowledge-based enterprises should be able to adapt the quickly changeable environment, groundbreaking work, and launch its own characteristics highlights the era of competitive advantage. Because the carrier of the knowledge is the man who owns and uses of it, so the knowledge talents to e enterprise, especially the knowledge-based enterprise is expressly important.In the whole human resource management system, a sound salary management system is attraction, motivation, development and keep talents powerful tools. Whether enterprises provide good management mechanism, or for personal development will provide vast, fair and reasonable and competitive platform, compensation management system is absolutely indispensable tools. In talents fierce competition condition, enterprise design scientific and reasonable salary management system, attracting, retaining and developing talents, utmost ground optimize enterprise resource, mobilize the enthusiasm of the employees pressingly. In recent years, our country’s knowledge-based enterprise have mushroomed rapid development. But, due to the influence of traditional management system, the knowledge-based enterprise’s pay system and the employing management mechanism has long been caught in a bottleneck state, compensation management system development always lags behind the knowledge-based economy development. Therefore, it is imperative for us theoretically to explain and prove the distribution mechanism of reform.Only payment system can be systematically studied and scientifically designed, to ensure the knowledge talents, especially competence is able to develop talent receiving reasonable rewards. It can bring higher working efficiency and ensure the knowledge-based enterprise sustainable and healthy development.The author closely combined the objective reality,analyzing the knowledge-type talent status from current pay management system carefully, and explicitly pointed out the existing problems and compensation system of knowledge enterprises management goal influence. The author related with the combination of pay management theory and pay system development trend, according to the pay management solution design process, based on job analysis,and assessed the knowledge talent with competence methods. And with these as remuneration management system design foundation. The author proposed befittingly competence talent pan management principle, integrally considering the correlation factors of abilities and payment strategies, and formulated the payment strategy based on the competency of the knowledge talents, designing a scientific and effective, supportive and concurrently fair comprehensive payment system.The paper can do theory with practice, enhance scheme of targeted, and make the competence model based on salary management system possesses operability.It can also have the corresponding reference value for other knowledge-based enterprise pay management.
