The Problems And Counterplans Of Agriculture Specialization Development In Pengshui County

Since ancient time, China had already been an enormous agricultural country. With current social economic development, the importance of modernization on New Rural Construction has walked onto the historical stage. Deepening the comprehensive rural reform, redeveloping traditional agriculture, changing the farm industry growth model has become the priority for government authorities. Within current circumstance, agriculture specialization (AS is used for short purpose) would be the best option. Utilizing local competitive advantage, forming local farm industry economic scale and expertise, enhancing farm produces value and added value are the critical methods for farmer income increasing, agricultural structure optimization and rural land rapid development. PengShui county as a remote mountainous southwestern countryside, is restricted by its traditional thoughts, historical condition, geographical location, lacking investments and technologies, thus actualization of agriculture modernization is not an easy task here. Base on my view, AS development would be the most effective way to utilize local farm resource, obtain competitive advantage and make Pengshui county a big influential agriculture county in ChongQing, maybe even in China.Specialization (distinguishing features) is the thesis of this report. Plantation and husbandry are the research subjects. Based on comprehensive research on actual facts, the AS theory is used to define and analyze Pengshui county’s farm products development and problems in the development process. Quantitative and qualitative methods are both being used to study local distinguishing farm products’competitive advantage. Combining those studies with the experience and knowledge of predecessors, this report is an effort to clarify ideas, farm products selections, arrangement and goal, and efficient and effective strategies for AS. Hope the study would contribute to the development of Pengshui County.The report’s structure are following1. Described the fundamental theory for AS, clarified the supportive foundation for Pengshui County’s AS policy.2. Revealed the existing problems and obstacles on implementing AS. The major issues are following:because of the remote location and historical condition people here are restricted by old ideas and lacking knowledge in farm industry; the farm products here have no distinguish feature, the manufacture level and marketing promotion level are low; fundamental constructions here are weak, not enough to support the AS development; lack of government positive interventions and guidances; fragmented resource organization, the output units are small in scale, farmers’quality are low, labour force is insufficient, technology and efficiency level are short.3. Investigated through field work and scientific spirits, the potential superiorities, include geographical advantages, natural resource advantage, special farm products, and political advantage, have been found for implementing AS in Pengshui County. The competitive advantage analysis model has been used to find the distinguishing farm products.4. Suggested several agriculture development strategies for Pengshui County. Aspects of strategies include following:reinforcing government planning and guidance, marketing oriented, relying on technology, making rational output and accepting the concept of "quality rather than quantity"; speeding up the modification on Pengshui County’s AS industrial arrangement. According to the differences in local farm land, wood land, altitude, population, transportation electricity and social economic condition, the arrangement could base on geographical division of labor and modern farm industry placement theory to form a distinguishing areal division of labour in agriculture and distinctive farm industrial belts; intensifying fundamental construction in agriculture, improving productivity in farm industry, connecting between growing district and retailing market effectively, reducing the exchange cost and improving the effectiveness of the agriculture market; increasing new investment to ensure sufficient fund and technology which will support AS development; Setting up professional cooperative, reforming the agriculture operation system, guiding farmers to face the market economy as a group which would create synergy and help farmers adapt the market economy development; reinforcing the agriculture financial innovation, make the situation better because of local poverty; implementing local brand strategy, developing certain products with strong characteristic which would improve the market acceptance.5. Tt’s necessary for Pengshui county to adopt AS strategy, however, following issue should raise concerns:aimless inventions and innovations for AS are unwise, someone (?)(?)ould carefully develop a product suit for the local situation; the relationship between (?)griculture and ecology should have authorities’attention, they should promote the green farm industry and nuisance free agriculture.
