In contemporary era,with the further development of market economy,the telecommunications industry has progressively transferred from the monopoly model to the competition model in the market.As the three giants of telecommunicaitons industry of China,China Telecom,China Mobile and China Unicom all devote themselves into full-service operation and all-round competition.Under this circumstance,China's domestic telecommunications business is facing more and more fierce competition and challenges.At the same time,in order to adapt to the trend of economic globalization,China has also progressively implemented the"going out"strategy,encouraging enterprises to go abroad and actively participate in international market competition.With the continuous improvement of the government's policy and the optimization of the external environment,more and more Chinese enterprises are participating in international projects.In this competitive environment,the development of cross-border business in the telecommunications industry has become an important strategy.Driven by this development situation,improving the service quality of cross-border business and ensuring the service level of project implementation are of the top priority and foundation of China Telecom.China Telecom has passed the stage of centralizing in network construction in the early stage and focusing on the construction of operation support in the medium stage,and has passed the period of considering about how to make good use of the network and how to improve the efficiency of the network.At present,the Chinese carriers are facing more major changes in this market environment.They should not only build the network well,but also optimize their management mechanism and methodology to deliver their service in a proper and efficient way.To achieve this goal,they should have a strong service-oriented business support system(BSS).China Telecom's BSS system has been built for a long time,but due to the rapid development of international business,the current BSS system process cannot keep up with the actual business development.In the management of project process,the current BSS system cannot be well integrated with the actual situation and is lack of flexibility.In a word,the current BSS system have to find more effective ways to improve project management.How to optimize the BSS system and the project trial process,how to improve the efficiency of process,and how to ensure the effective landing of the proj ect,these 3 topics will still needs further research and discussion.In the learning process of project management specialty,business process reengineering is one of the key theories and methods.It is a change made in order to fundamentally rethink and design the original business process and make leaps and bounds,so as to significantly improve the performance.The starting point of this method is to face customers and their needs,and the object of reengineering is the process.The main task of this method is to rethink and redesign the enterprise process more naturally and thoroughly,so as to achieve a huge leap in performance.This method meets the needs of process transformation and optimization of existing BSS system in China Telecom.The main work accomplished by the author includes:taking China Telecom's BSS system as the research object,in depth analyzing its business support process,current situation and existing problems in China Telecom's cross-border business implement;reengineering the process according to the relevant theory of business process reengineering based on the characteristics of China Telecom's cross-border business;giving suggestions for the successful implementation of the new process after reengineering.The new process of BSS system reengineering will be more suitable to the actual situation of cross-border business implement,more in line with the market competition environment,and will play a guiding role in the specific project support work of proj ect managers.At the same time,it will improve the quality and efficiency of the project implementation and delivery,which will be conducive to the company's success in the international market.The new process has strong operability and can be widely used in practical work.It is also expected to be beneficial to the business process reengineering practice of BSS system in China's Telecom enterprises.
