Research On China’s Mineral Resources Exploitation And Integration Effect Evaluation

Influenced by the opinion of “water flow faster” of the planned economy, thephenomenon of “more, small and scattered” of China’s mining was seriously. The extensivemanagement of China’s mining industry goes against the sustainable and scientificdevelopment, so the country would be quite seriously. Therefore, in2005, the State Councilissued “The Notice of Improve and Standardize Mineral Resources Development Overall theCountry”. Then, in2006, the State Council issued “General Office of the State CouncilTransmits the Notice of Suggestions of Integrate Mineral Resources of Ministry of Land andResources”. Since then, China’s mining industry order rectification and mineral resourcesexploitation integration began. From the beginning of the work to “look back”action in2008,until the work completed in the end of2010, and now, the integration has entered into thenormal management stage. China’s mining industry order rectification and integration workhas experienced six years, and has made brilliant achievements in the respects of utilization ofresources, technique improvement, safety production, mining area environment and socialbenefits. In the process of integration, a large number of different integration patternsappeared according to each area, and long-term mechanism has been set up. Practice hasproved that our country’s mineral resources development integration comply with laws andregulations and the provisions of the policy documents, conforms to our country mining, andis gradually transferring to operated by the market.At present, most domestic research on integration are theory and concept ones, researchon evaluation is only stay in establishing evaluation system level, no specific examples, whichhas no benefits at prove the evaluation system has maneuverability.This paper reviewed the status of China’s mining industry, conjunction with the relevantlaw and policy documents, indicates the necessity of mineral resources exploitationintegration in China, combed the achievements of integration work, sets up evaluation indexsystem and tests with a example, which proved the evaluation index system sets up by thisarticle is operable. The work of this article lays a foundation for the effect evaluation researchof our country’s mineral resources integration.
