With the development of knowledge economy, the business environment has undergone great changes, which put forward higher requirements for the management of the enterprise. In commercial Red Sea, only the price tactics no longer have any superiority. The rapidly changing environment allows companies to pay more attention to fund running even the way to manage a company. Therefore the managerial improvement needs fine performance management. Comparatively the traditional work based on the analysis of human resources cannot meet the requirements of the Strategic Human Resource Management any more. However the performance management system based on competency model brings new vitality.Competence model is a management concept raised in the United States in early1970s. It is used to make distinguish between excellent staffs and ordinary ones on their meritorious deeds which can point out the qualities. It is not a complete negation of the traditional performance management model, but a complement to improve the management model.The article takes the WG Company as study object to make out a performance management system to fit the present situation.It conform to the trend that from taking the result seriously only to paying attention to the process, and also brings out the balance between the what to do and how to do. These performance management problems in WG company is a typical case around industry. It has great significance laid a good foundation for the enterprise evaluation of for the d evelopment of enterprises.
