Research On The Development Level Of Innovation System In Shenyang High-tech Zone

The ranking of Shenyang High-tech Zone in the national high-tech zone has declined in recent years.In the process of development,it shows insufficient development stamina.One of the main reasons is that the innovation system innovation ability of Shenyang High-tech Zone is not strong.Therefore,research on the development level of the innovation system in Shenyang High-tech Zone is of great significance to promote the sustainable development of the innovation system in Shenyang High-tech Zone.On the basis of summarizing and analyzing relevant literature at home and abroad,the innovation system structure of Shenyang High-tech Zone was constructed.The development status of the innovation system of Shenyang High-tech Zone in innovation subject,innovation input,innovation content,innovation output,innovation hard environment and innovation soft environment was analyzed,and its innovation subject,innovation investment,innovation hard environment and innovation were analyzed.Problems are in the soft environment and other aspects.The influencing factors of the development level of innovation system in Shenyang High-tech Zone were analyzed.On this basis,the evaluation index system of innovation system development level of Shenyang High-tech Zone was constructed from the aspects of innovation subject,innovation input,innovation output,innovation hard environment and innovation soft environment.Based on the constructed evaluation index system and related index data,the improved TOPSIS model was used to evaluate the development level of the innovation system in Shenyang High-tech Zone from 2013 to 2017.According to the evaluation results,it is found that the vertical development level of the Shenyang High-tech Zone Innovation System in 2013-2017 is N-shaped.In combination with the high-tech zone innovation system development level classification standard,the innovation level of Shenyang High-tech Zone will be divided into two levels:medium and low.Combined with the principle of comparability,11 indicators were selected from the innovation subjects,innovation input and innovation output as the evaluation index system for the development level of the innovation system in Shenyang and the high-tech zone around the Bohai sea.By using the improved TOPSIS model,the average development level of innovation system in Shenyang and typical high-tech zones around Bohai sea from 2013 to 2017 was evaluated.According to the horizontal evaluation results and the classification standard of development level,the innovation system of Shenyang and the typical high-tech zone around bohai sea is divided into three levels:high,low and low.Among them,the innovation system of Shenyang high-tech zone is at a low level of development.Based on the results of longitudinal evaluation,the obstacles were analyzed by using the obstacle model to the development of innovation system in Shenyang High-tech Zone:From the perspective of the criteria,the main obstacle to the development level of the innovation system in Shenyang High-tech Zone from 2013 to 2017 is the innovative soft environment.From the perspective of indicators,the main obstacles to the soft environment of innovation are the integrity of institutional norms,the applicability of institutional norms,the completeness of innovation support policies and the service level of intermediaries;The main obstacles to innovation investment are the R&D expenditure intensity and the full-time equivalent of R&D personnel;The main obstacles to the innovation of the hard environment are road ownership and the balance of various loans of financial institutions at the end of the year;The main obstacle to the innovation subject is the number of high-tech enterprises.Combined with the problems existing in the development process,the improvement path is proposed from the aspects of innovation soft environment,innovation investment,innovation subject and innovation hard environment,aiming at promoting the sustainable development of the innovation system in Shenyang High-tech Zone.
