The Department’s performance evaluation is staff performance appraisal is based, is enterprise performance evaluation, utilize resources, grasps the core competition of the important link, affects and decides the other management work, while there is a great distance in the enterprise in practical and theoretical value. At the same time, inappropriate department performance appraisal method is also very easy to cause negative effect, the production efficiency of enterprises and incentive effect for the Department will affected by the performance evaluation results, which directly determines the enterprise can be achieved smoothly. Therefore, we are necessary to explore in depth the department performance appraisal. In recent years, the coal industry experienced a high profit, high growth of the "golden decade" gradually entered the adjustment of the industry, coal enterprises only constantly optimize their management ability to survive. China’s state-owned coal enterprises to the Department’s performance appraisal effect is not ideal, thus greatly limits the improvement of the human resource management level of state-owned coal enterprises, which has become the bottleneck of enterprise management.This paper first puts forward the research on the performance appraisal of the background, and points out the research significance of the topic, the domestic and foreign research dynamic performance evaluation were summarized and analyzed, describes the research methods and contents, and then to the state-owned coal enterprises in Gequan mine as an example, analyzes the present situation of the performance appraisal system of the Department of the problems in performance evaluation method, evaluation index selection, and ensure the implementation of the assessment system and put forward improvement ideas to coal enterprises more effectively the department performance evaluation for reference, so as to promote the stable development of the industry, put forward their own views for the performance management system of coal enterprise science department.
