Efficiency Study Of R&D Activities Of Heibei Province

With the development of society, Science and Technology, as the most efficientmeans to harness knowledge, is playing a more and more important role in the social life.R&D activities are the foundation and core of Science and Technology, the key factors ofdeveloping Science and Technology and realizing technological innovation. It plays adecisive role in the process of changing science and technology into actual productivity byknowledge. Consequently, by doing systemic and general appraisal and analysis researchon the efficiency of R&D activities of Hebei province, finding out the problems existing inR&D activities of Hebei province and the reasons of low efficiency is of realisticsignificance in order to put forward the scientific and technological development strategycorrectly, to ensure the goal, direction, task and focal point of regional scientific andtechnological development, to encourage the R&D activities, improve the level of scienceand technology, to obtain the most economic benefit.Firstly, this paper summarized the studies of R&D investment both home and abroad,defined the conception of performance evaluation of the R&D. Secondly, this paperchosen the DEA to evaluate based on the introduce and compare of some methods ofevaluation. According to the principles of input-output efficiency, this paper constructedan evaluation index system of input-output efficiency, which is formed of2inputs and6outputs. Thirdly, this paper introduced the present situation of R&D activities of Hebeiprovince and three executive agencies of medium-large sized industrial enterprises,research and development institutions, colleges and universities from inputs and outputs,then find out the problems existing in R&D activities. Fourthly, this paper used the DEAmodel to do empirical measurement and analysis on input-output efficiency of R&Dactivities of30provinces, cities, autonomous regions(except Tibet), and measured threeexecutive agencies of medium-large sized industrial enterprises, research and developmentinstitutions, colleges and universities, then find out the reason of low efficiency of Hebei.Fifthly, this paper proposed suggestions to increase the efficiency of Hebei aimed at theproblems existing in R&D activities, combined the present situation of R&D activities ofHebei province.
