Project knowledge is the key resources for project organization and its effective sharing is conducive to make successful project,it is considered to be a valuable asset for PBOs. However, unlike general business organization, the project organization has the characteristics as one-time, temporary and complex staff structure and so on.The project members’willingness of project knowledge sharing will always be influenced by the organizational context.This paper proposed a project knowledge sharing willingness model which contains several organizational context factors. The independent variables, including organizational culture, organizational structure and the information environment of three modules, a total of six factors.The dependent variable is divided into willingness to donate knowledge and willingness to collect knowledge.This study collected data by the questionnaire survey and analyzed it with Structural Equation Modeling.This study validated that the organizational context factors as trust atmosphere, organizational reward, supervisor support, formalization,and IT usage, have a significant impact on project members’knowledge sharing willingness.And have a different effects on donating willingness and collecting willingness of project knowledge.Trust atmosphere,organizational formalization and IT usage have a significant impact on the two factors of the project knowledge sharing willingness;Organizational reward only affect the willingness of donate knowledge; Supervisor support only affect the willingness of collect knowledge,but it can affect the willingness of donate knowledge through the intermediary role of organizational reward. And the willingness of collect knowledge have a positive impact on the willingness of donate knowledge. Finally, according to the finding, this study gives some suggestions about project knowledge management, provides theoretical and practical guide for project organization to achieve effective knowledge sharing.
