Research On Technological R&d Organizational Management Project Of Chinese Oil Enterprise

Technical innovation is the source of competitiveness for enterprises. Throughout the world petroleum industry, it has played a decisive role for the development of the petroleum industry that scientific and technology of petroleum is great progress. Technical advantage has been transformed into the core competitiveness, on which petroleum enterprise must depend for the long-term development. Petroleum enterprises must carry out effective technology innovation activities to maintain its competitive advantage. R&D project organizational management is one of the key parts of the process management of technological innovation. The effective design and operation mechanism of project organization has an important effect on the success or failure for technology development. Therefore, according to the work contents of organization management about technology R&D projects of the domestic petroleum enterprise, work from the technical innovation system establishment, it is important actual significance that studying in depth the establishment of technological innovation system, the design of R&D project organization structure, and the optimization of the management and operation mechanism of project organization, etc.Based on elaborating the concept and characteristics of technology R&D project, and project organization management theory, this paper sums up the present situation and advanced experience of project organization management about the overseas major oil company, concludes the establishment of R&D institutions and the typical project organization management model about domestic petroleum enterprises, analyzes the characteristics of their project organization management, points out that the existing R&D organization structure requires to be integrated, R&D project organization form needs to be optimized, the formation and construction mechanism of project team improved and evaluation, incentive mechanism of project staff is not perfect and other issues.Based on the analysis of the problems above, this paper puts forward the corresponding countermeasures about improving R&D project organization management of domestic petroleum enterprise, focuses on the optimization of the project organization form, and improves matrix organization form and external cooperation R&D project organization with aims.
