However, the theoretical study of the cultural and creative industries fall behind the policies and practices, existing research has focused on the concept and content of cultural and creative industries, we start from the perspective of industrial structure optimization, and carry out comprehensive and systematic study of the development of cultural and creative industries industry the impact of structural optimization.This article first defines the concept of cultural and creative industries, and that the spirit of creation as a fundamental creative element into the fundamental means is characterized by the development and application of intellectual property, increase employment and economic activity industry to create wealth collection. Then put forward the five economic characteristics of the cultural and creative industries:high permeability, high value-added, increasing returns to scale, positive externalities, and long tail effect on the cultural and creative industries value creation process, the structure of the industry association of cultural and creative industries. And based on the basic theory analysis of the above, we propose the mechanism that cultural and creative industries promote industrial structure to optimization. Overall, including four ways:the development of cultural and creative industries can directly promote industrial structure optimization (high-class); rationalization of industrial structure implemented by the industry association structure; increase the added value of the traditional industries through industrial integration; through knowledge spillovers (positive externalities) to improve the level of knowledge of the society as a whole, so as to enhance the knowledge and technology intensive industry, indirectly, to promote industrial structure optimization.Conclusions of this article:1. Seen through analysis of industry related degree, a high degree of cultural and creative industries in Jiangsu Province and communications equipment, computers and other electronic equipment manufacturing and technology-intensive industries such as the industry association, the development of cultural and creative industries in Jiangsu Province will promote manufacturing industrial structure optimization.2through gray correlation method analysis, gray associated degree of cultural and creative industries in Jiangsu Province, the second industry (0.92390), followed by the tertiary industry (0.91980) the first industry minimum (0.76804), the cultural and creative industries has a significant role in promoting the development of the optimization of the industrial structure in Jiangsu Province.3by the time series for the years1997-2011in Jiangsu Province, quantitative analysis of the data shows that:according to the stationary test, the cultural and creative industry was CI and industrial structure optimization the water products H is the second-order single whole;integration test, the Jiangsu Provincial Department of Culture creative industry was CI and industrial structure optimization and long-term stable equilibrium relationship exists between the level of H, the cultural and creative industry was on the level of optimization of the industrial structure of the long-term elasticity of0.35, indicating that the long term, the development of cultural and creative industries in Jiangsu The provincial industrial structure optimization has a significant positive effect.According to the results of theoretical analysis and empirical analysis of industry structure optimization based on the development of cultural and creative industries, this paper proposes a number of policy recommendations:priority to the development of cultural and creative industries, promote industrial structure optimization; accelerate the integration of cultural and creative industries and traditional industries, promote industrial upgrading; advocate the spirit of social innovation, and create a social and creative environment; improve the protection of intellectual property rights system to protect the healthy development of cultural and creative industries.
