From the survey research in the1992, Lawler and Cohen have found that the companies in Fortune Global1000list of the biggest companies in the world almost all chose project team. With the era of knowledge-based economy, the changing social environment, the vagaries of the market situation, as well as the refinement of social division of labor, makes the complexity and the comprehensive contents of the work in enterprise increasing, especially increasing the difficulty of management. These will become the new changes and new problems in the business operations. To cope with the challenges and opportunities posed by globalization, the effect of the project team in enterprise management and development showed more and more important. It can be used to deal with the complexity of the collective work, can stimulate the creativity of employees, and can make the organization more flexible. But this innovative team management pattern which originated in developed countries also exists some shortcomings, especially for China enterprises which facing market competition time is not long enough, the project team to run a more serious problem, like the serious free-rider phenomenon、disregard of the different points of view、the frequent occurrence of the conflict、lack of incentives. Domestic and foreign scholars have made some survey and analysis of advantages and disadvantages to the project team management, and design a model of governance, in order to get better use of project teams in the enterprise, mainly based on pay, the needs of team members, incentives, cooperation of team members. Also some scholars have put forward Suggestions to the project team management from the perspectives of the project team cultures and moral restraint. However, these studies more biased in favor of the individual or the whole team, not combined to study, or research direction deviates from the goal of the project team, ignore the performance improvement of the project team, played a stimulating but not take greater account of project results. In this paper, we design an incentive mechanism to compensate for the deficiencies of the above research results on the basis of the influencing factors of project team performance.Initially reviews the domestic and foreign relevant team motivation theory foreign team incentive theory mainly from the management science and economics launched, the former mainly from the angle of sociology and behavior to launch, and management research of the group effect emphasize that the team members to cooperate for bringing positive effect of organization performance, but the emphasis of economics is the common production from team members bring the negative effects of speculation that appears lazy workers, after some scholars began to research how to motivate the team to improve group performance by combining the two theories. For team incentive, the research from domestic scholars is not deep.Secondly, based on the research results of influencing factors to the project team performance, and allow for the characteristics of the project team operation, explore the real influencing factors of the project team performance. Through empirical analysis, it is concluded that the skills and quality of manager, the knowledge and experience of project team members, team size, task type, team member’s effort degree, the cooperation degree between members, the project team culture and external environment are the main influencing factors of project team performance.Finally, this thesis obtains the function equation of the project team performance and influencing factors, based on this rolls out the dynamic equation, and analyses that team member’s effort degree, the cooperation degree between members, the project team culture and external environment should be the key factors to improve the performance of project team. And analyze the influence and determination on project team performance of these key factors. At last, designs some related incentive mechanisms on the basis of the controlled factor, including the incentive mechanism about team member’s effort, the incentive mechanism about the cooperation, the incentive mechanism about project team culture and the incentive mechanism about external environment.
