China is a big of power consumption. With the rapid growth of national economy, it is different levels of Lack of electricity. In the context, china has improved the requirements of hydropower project approval in recent years. It has influenced the current construction of hydropower project approved schedule to be the serious lag. Therefore, our country is still exist contradiction between the hydropower construction demand and approval at present.Waterpower is the only large-scale development of renewable clean energy. The development of technology is mature with each passing day. Combined with china’s 2020 energy conservation and emission reduction goals, hydropower construction become the focus of national attention once again, but the difficulty of hydropower development and construction cycle is very long, and land, water conservation, environmental protection, immigration influence on society increasingly prominent problems. It brings great difficulty of the approval of hydropower project.In order to complete the early work of the project, this paper has made the thorough analysis of hydropower project approval content and restrictive factors from the approval system of hydropower project. On the basis, combining with the approval manage of Guan Ying Yan hydropower project and the management experience of early work of the project, put forward the project management mode. It is concentrating on the approval and grasping the scene early prepares project construction. Holding the two strands, don’t let it be relaxed. Focus on design consultation management and the establishment of the approval organization, and in the light of resettlement planning, environmental protection and water conservation, water resources argumentation, flood control evaluation and access system, and other key project analysis and breakthrough, all this effectively has pushed forward Guan Ying Yan hydropower projects approval. It also has provided successful construction of the main body of the project a guarantee. Combined with the approval experience of Guan Ying Yan hydroelectric project, this paper puts forward some improvement projects to approve the system’s assumptions.To sum up, this paper studies how to promote effectively the project approved and manage the early work better.It has certain instruction significance and application value.
