During Chinese17th party congress, President Hu Jintao proposed "innovation country" strategic goal, the independent innovation as the cornerstone of national core competitiveness, the level of innovation determine a nation’s competitiveness under the background of globalization competitiveness. Enterprises are the main operation of the national economy, compared to the enterprise in Europe and America and other developed countries, the innovation capability of Chinese enterprises are relatively backward. There are a lot of factors that Constraint China’s independent innovation capacity of enterprises, such as the internal management of enterprises, and the lack of high-quality innovative talents training experience and for innovation cognition. The team as the enterprise basic unit, team creativity determines the innovation performance of the country.Study from the team level, we see Department as a social network, discussed the relation and action mechanism between team social capital and team creativity. This paper firstly reviews the relationship between team social capital and team creativity, and then introduce the perception support team and team psychological safety as intermediary variable, established the team social capital, perception team support, team psychological safety and team creativity process model. With57team samples and208individual samples, we use statistic tools such SPSS and AMOS. The results were as follows:1, Team social capital positively influenced team creativity.2, Team psychological positively influenced team creativity.3, Perception team support influences team creativity and Perception team support and team psychological are found to be two critical mediators.4, Transactional leadership had certain moderating effect on the relationship between team social capital and Perception team support, Transformational leadership had certain moderating effect on the relationship between team social capital and team psychological safety.
