| The development process of high-tech industry has a direct impact on the pace ofTianjin’s traditional industries, the adjustment and upgrading of industrial structureand the overall competitiveness of the industry. Technological innovation of high-techindustry can maintain the Tianjin economic development vitality, which is playing animportant role in the national economy.In the increasingly competitive international situation, the ability to improve theoverall competitiveness of the high-tech industries depends critically on the efficiencyof high-tech industries technological innovation. The efficiency of technologicalinnovation is an important indicator to reflect the technical resources and technicalinnovation configuration, the comprehensive reflection of the effect of technologicalinnovation capability, the ratio of the input of technological innovation andtechnological innovation outputs in a given period, and is also the pulling effect in aperiod of time that a certain amount of scientific and technological innovationresources on economic growth, especially the pulling effect of the high-tech industries.The innovation efficiency directly or indirectly reflects the quality and level ofinnovation system and is an important part of the innovation capacity building.As the center of the city of the eastern part of our economic development,Tianjin is the gathering place of many large and medium-sized industrial enterprisesand new industries. In recent years, high-tech industries in Tianjin have been rapiddevelopment, which have become an important force in support of Tianjin nationaleconomy. Technological innovation is the most important determinants of TianjinEconomic growth, and the efficiency of technological innovation is the mostimportant in the procedure of the technological innovation. So the effect of the levelof efficiency is directly related to technological innovation.In the view of enhancing the Tianjin High-tech industrial technology innovationand efficiency, the paper bases on the status analysis of the development of Tianjin’shigh-tech industries, development characteristics, and the technological innovationfactor advantages and establishes an evaluation index system of the efficiency of technological innovation which adapt to the Tianjin High-tech industry. Then, thepaper uses data envelopment analysis (DEA analysis) to analyze electronic andcommunications equipment manufacturing and pharmaceutical manufacturinghigh-tech industries and gets the comprehensive evaluation of efficiency of industrialtechnology innovation, the validity of returns to scale revenue and indicatorsredundancy situation. On the basis of the analysis, in general, the paper finds someproblems of the Tianjin High-tech industrial innovation, for example, the innovativehuman innovation and efficiency of fund utilization is not high, and the technologydigestion and absorption capacity is weak.In the end, address the problems of the Tianjin High-tech industrial innovation,the paper concludes with some policy recommendations such as increasing innovationand investment, enhancing the efficiency of technology transfer, establishing ofscientific and technological personnel evaluation mechanisms, promoting the rationalflow of talent and improving the supported environment of technological innovationof high-tech industries, which aim at enhancing the Tianjin High-tech efficiency oftechnological innovation of the technology industry. |
