As an important channel for the flow of goods and an important part in connection hinterland value chain, it is very important that port provides users with a sustainable value.Regional port group contains a large number of ports, each port belong to different administrative regions. Ports compete for cargos, compete for port investment and fierce competition in the process of development, those competition is often malignant. Improper competition will lead to a serious waste of resources, resulting in the unreasonable situation of the port hinterland cargo transportation network due to the huge amount of investment of the port.Cooperation and competition of ports between the regional port group refers to the internal port of the regional port competition and cooperation on the same time, namely in a region with the same or a public hinterland of the port to take a win-win strategy for both cooperation and competition. Regional port competition can promote the port to continuously improve the business management tools, update technology, cooperation between the ports can reduce the risk of the operation of the port, effectively avoid the vicious competition, effective and rational use of resources and complementary advantages. The purpose of cooperation is to better compete and improve the cluster effect of the port and the overall competitiveness of the strong port group.This paper studies the port group cooperation and competition. Firstly, we analyze China’s regional port group cooperation and competition status, problems and the necessity for cooperation, the example of successful foreign port group cooperation and competition is also introduced. Secondly, we analyze the driving factors of port cooperation and competition, and describe the mode of the port cooperation and competition and its evolution, also, the mechanism for regional port cooperation and competition is analyze. Finally, the bi-level programming model for regional port cooperation and competition is constructed; combine with specific examples of the group container port in the northeastern port from a quantitative point of view, this paper make an analysis of the advantages of the regional port cooperation, and we come up with strategies and recommendations of the northeastern port group cooperation and competition.
