During the climate conference in Copenhagen, our government made a commitment that carbon dioxide emissions of a unit GDP decreased by 40%-45% unit in 2020, now many policies and measures are gradually carried out for the carbon emission reduction, the development of low-carbon economy has become an important direction for china’s economic and social development.As a low energy consumption, energy-efficient, less polluting modes of transport, rail transport has been subject to widespread concern, but in the system of collection and distribution of China’s coastal ports, road transport accounted for the absolutely dominant position, on the whole, the proportion of rail transport is less than 2%. In such a situation, developing the container sea-rail transportation is not only to improve the condition of collection and distribution of the port, but also to play an important role in promoting the development of low-carbon economy.From the aspects of energy saving and environment protecting, the essay carry comparative analysis of road transport and rail transport, the two port inland container collection and distribution way by the use of qualitative and quantitative methods, pointed out that our country should vigorously promote the development of the container sea-rail transport, in order to speed up energy saving goals of society as a whole. In the analysis of port container sea-rail transport volume, using the combination of gray and BP neural network prediction model, with the comparison of the carbon emissions of road transport and rail transport, then come to the port direct economic benefit formula of port sea-rail transport carbon reduction, and pointed out its enormous social benefits. At last, take Dalian Port as the case to analyze the carbon emissions reduction benefits of port container sea-rail transport, then give the development proposals of the Northeast container sea-rail transport system.
