Study On The Mechanism Of China’s Transport Policy Formulation And Implementation

At present, the lack of a clear understanding about the basic of the integrated transport policy in the field of transportation administrative, resulting in the field of transport policy in China has many problems:lack of a reasonable formulation program, policy consistency and authority is poor; policy is not integrated, the lack of an integrated transport policy; the relationship between policy and planning is confusion, planning solves the everything that should be solved by policy; interests between central and local or sectors is different, policies difficult to enforce; lack of the implementation evaluation mechanisms, policy has low flexibility and binding. Currently, developed countries and regions have been developed and implemented a formal transport policy in the form of a white paper and support with the relevant laws.One important task of the transport reform is taking the formal procedure to reduce the randomness of the field of transport policy formulation and implementation as soon as possible. We should combine the China’s actual with the foreign experience, establish and improve China’s integrated transport policy formulation and implementation mechanisms:develop the Ministry of Transport dominant position of formulate the integrated transport policy; establish a horizontal coordination mechanism among the relevant departments; establish the early research, expert advice and the public hearing system before the policy-making; released the integrated transport policy in the form of white paper; establish the policy implementation information communication mechanism; improve the policy objectives with a variety of policy instruments supporting mechanism; establish the policy implementation evaluation mechanisms.The integrated transport policy, formulated at the national level, which take the role of guiding and coordinating the departments in charge of the transport policy formulation and implementation should include:the transport facilities policy that co-ordinate all modes of transport and balanced regional development; the transport marketing policy that take the market play a basic role of market allocation of resources; the transport integration policy that promoting the effective convergence of the different transport modes and the rational division of labor; the transport policies for sustainable development that improving the tension relationship among the transport, resources and environment; the transport security policy that improve transportation security.
