In the report to the Seventeenth National Congress of Communistparty of China, building a moderately prosperous society in all respects isa goal for the party and the state to reach by2020. As we all know, thetotal population of China is nearly1.3billion, about900million people inrural areas. That is to say, first of all, we must achieve the goal of thewell-off society in the wide countryside. After completion of the first step,it is possible to build a moderately prosperous society in all respects.However, a large number of facts indicate that the current agriculturalproduction, the enhancing income of peasants and rural economicdevelopment has met with a series of difficulties, especially after China’saccession to the WTO, the external environment of agriculture hasundergone profound changes. How to solve the problem of agriculture,rural areas and farmers, promoting the development of agriculturehealthily and abidingly is an urgent problem to be solved. First of all, thisessay will analyze the present situation of the development of China’sagriculture and sum up the factors restricting our agriculturaldevelopment. Secondly, this paper will introduce a new agriculturaldevelopment mode explored by the Heilongjiang AgriculturalReclamation Group----" Ranch contains Small farms", the householdoutput--related dual operation system. Finally, puts forward somecountermeasures about agricultural innovation of China’s agriculturalreclamation.
