The Research On The Problems In Chinese Ensuring Housing Construction At The Present Stage

In recent years, to cope with the series of impact coming from theinternational financial crisis, the imported inflation and so on, the Chinesegovernment has put forward some measures to expand the inside need andstimulate the economy to grow smoothly and more rapidly. One of them is tofurther speed up the affordable housing construction. Over the years, Chineseaffordable housing construction has obtained certain achievement. Thehousing security system has become more complete. The intensity of theconstruction has been strengthened constantly and the scale has beenenlarged continuously. The government’s investment has increasedconsiderably. As a result, the general public has benefited a lot. At the sametime, the affordable housing construction is the key project to improve thelivelihood during the period of the "12th Five-Year Plan", and it is also thegovernment’s primary mission in the next few years. Carrying out theaffordable housing construction in large scale and accelerating the economicstructural adjustment are of great practical significance and historicalinfluence.The thesis consists of four parts:The first part，in the affordable housing defining the related concepts onthe basis, elaborated Marx classical writers about security theory, analysis ofthe domestic and foreign scholars related thought, lays a foundation for furtheranalysis.The second part， combs the changes of the Chinese affordable housing after Chine was founded. Four stages are involved here. The first stagesummarizes the predecessor, the exploration, the formation and the perfectionof the Chinese affordable housing construction. It is significant to find and theproblems that have appeared during the evolution of Chinese affordablehousing construction and to guide the perfection of Chinese affordable housingconstructionThe third part， analyzes the existing problems in China’s affordablehousing system. The problems in the construction and management of theaffordable housing, land use," economy", the profit and some other aspectsare also analyzed here. In addition, the problems analyzed here also includeproperty ownership.The fourth part， puts forward several suggestions about the perfection ofChinese affordable housing construction. This chapter suggests reasonablesolutions one by one and also suggest that reasonable access mechanism,area, designing and functional criteria should be established, make unifiedarrangements about land planning, public financial investment, developmentmain body, explicitly differentiate and divide the relationship and proportionbetween commercial housing and affordable housing, and make clear therelationship between central and local government and between governmentand developers.
